Title Analysis of models and selection of modern tools for the expert quality assessment of innovative software projects

Abstract
Subject. The unilateral imposition of sanctions placed the Russian economy in a rigid framework of functioning and made the issue of ensuring its sustainable development urgent. In these conditions, an important factor in ensuring the sustainable development is the application of modern innovative software projects for planning and managing the productive activities of enterprises. This raises the problem of assessing the quality of such software projects and disclosing their economic essence as soft goods used in the productive activities of enterprises. It’s against this background that analysis of the modern models for expert quality assessment was selected as the subject matter of this study, as well as the rationale for the corresponding mathematical apparatus to conduct it.
Objectives. Main objectives of the study are: to perform a comparative analysis of existing models; to determine the scope of quality indicators and their main characteristics; and to provide rationale for choosing a mathematical apparatus to obtain the target values of integral indicator for the expert quality assessment of innovative software projects.
Methods. In this work, we have used the methods of system-oriented analysis, the theory of expert estimates and the theory of probability in terms of estimating the random variables, analysis of hierarchies, as well as the philosophy of fuzzy sets. In addition, the combinatorial coefficients, binomial and normal distribution tools, and Bernoulli mathematical testing apparatus were used to obtain the results.
Results. Based on the results of the research conducted, we could determine the composition of quality assessment indicators for the innovative software projects, their properties, characteristics and subcharacteristics. In the course of the research, the methodology for the formation of a hierarchical network of indicators was developed, which makes it possible to determine, based on the methods of expert estimates, the target values of integrated quality indicator for the innovative software projects.
Conclusion. It is found that the quality of modern innovative software projects development depends on a large number of factors of multidirectional impact. Taking into account the diversity of their influence, methodology for the formation of a hierarchical network of indicators’ properties for assessing the quality of innovative software projects has been established. For its practical application, it is advisable to use different models simultaneously and also to develope an individual expert system of indicators, their properties, characteristics and subcharacteristics applicable to each specific innovative software project, and allowing to obtain the target values of integral quality index with the selected mathematical apparatus.
